About the Role

The company is seeking a Head of Law Enforcement & Regulatory Response to lead external-facing engagements with domestic and foreign regulators as well as law enforcement agencies. Unlike the Head of FIU / AML Operations, which focuses on internal alert management and workforce efficiency, this position is external-facing; ensuring that the firm’s regulatory responses and law enforcement interactions are handled with credibility, accuracy, and professionalism.
 

This leader will oversee the firm’s response to subpoenas, examinations, and regulatory inquiries, while serving as a trusted point of contact for law enforcement agencies. The role requires someone who has a track record of commanding the respect of regulators, build durable relationships with external stakeholders, and provide senior leadership with clear visibility into evolving enforcement risks.
 

The successful candidate must be based in the San Francisco Bay Area or New York, NY in a hybrid capacity, though remote candidates willing to travel regularly may be considered. Payments industry experience is very strongly preferred.
 

Key Responsibilities

  • Lead all external engagements with US and foreign regulators, law enforcement, and government agencies.
  • Oversee the end-to-end process for subpoenas, regulatory inquiries, and examinations, ensuring timely and credible responses.
  • Represent the company during law enforcement briefings, regulatory exams, and escalations.
  • Build and maintain trusted relationships with regulators and investigative agencies.
  • Collaborate with the FIU, Legal, and AML Program Design teams to ensure consistency across internal operations and external response.
  • Provide senior leadership with insights into regulatory trends, enforcement priorities, and potential risks.
  • Develop and maintain playbooks, escalation frameworks, and best practices for regulatory and law enforcement engagement.

 

Qualifications

  • 12+ years of experience in regulatory engagement, law enforcement liaison, or financial crime compliance, ideally within fintech or payments.
  • Prior law enforcement or senior government agency experience (ex: federal, GS-15+) strongly preferred.
  • Proven success representing institutions in regulatory examinations, subpoenas, and law enforcement interactions.
  • Strong communication skills with the ability to manage high-pressure external conversations.
  • Comfortable operating in a fast-moving, ambiguous environment and advising leadership on regulatory strategy.
  • Bilingual Mandarin and English strongly preferred.
  • Candidates are strongly preferred to be based in the San Francisco Bay Area or New York, NY (hybrid model).
